On 15 Mar, Taiwan MoL issued a draft list of 594 priority management chemical substances for public consultation until 31 Mar 2018. The final list is expected to be issued this year.
This is the second batch of priority management chemical substances designated according to Article 2 Paragraph 2 of the Regulation of Priority Chemical Substances Designation and Handling Management (hereafter referred to as the Regulation). The Regulation is promulgated based on Article 14 of Taiwan OSHA, which requires manufacturers, importers, suppliers, or employers to report relevant handling information of priority management chemicals to the MoL.
This batch of priority management chemical substances were screened out as being highly hazardous and in large volume from the 3,171 hazardous substances (three batches) previously designated under the Regulation of Labeling and Hazard Communication of Hazardous Chemicals for Taiwan’s stage-wise GHS implementation.
The proposed 594 priority management chemical substances includes
102 chemical substances of CMR, Category 1 (mixtures containing more than 1% of the chemical by weight), and
492 chemical substances all possess physical hazards or health hazards (mixtures containing the chemical exceeding maximum operation amount stipulated in Attachment 2 of the regulation)
So far, the published priority management chemical substances include
13 types of chemicals hazardous to person under the age of 18, or a pregnant women, or a female employee who is still within her first postpartum year as specified in Appendix 1 of the Regulation (Article 2 Paragraph 1 of the Regulation)
The first batch of 503 priority management chemical substances designated according to Article 2 Paragraph 2 of the Regulation has been published on 5 Nov 2015 (list accessible here).
