On February 24, 2025, Taiwan’s Ministry of Economic Affairs proposed to update the list of industrial precursors by amending Article 3 of the Categories and Regulations Governing Inspection and Declaration of Industrial Precursor Chemicals. Public comments are welcome until April 25, 2025.
Taiwan's Categories and Regulations Governing Inspection and Declaration of Industrial Precursor Chemicals are enacted in accordance with Paragraph 2, Article 31 of the Narcotics Hazard Prevention Act, aiming to prevent industrial precursor chemicals from streaming into the manufacturing of narcotics. The regulation categorizes precursor chemicals into Category A and Category B, and addresses matters regarding the procedures for import, export, production, sale, use and storage, quantities, and premises of the industrial precursors.
Currently, there are 17 Category A precursor chemicals and 8 Category B precursor chemicals. This proposed update includes a consultation to delete 1-(1,3-Benzodioxol-5-yl) Propan-2-one (CAS No.4676-39-5) from Category A. This chemical was listed as Schedule 4 Controlled drug materials under the Narcotics Hazard Prevention Act on July 16, 2024 (official gazette) and as Schedule 4 raw materials of controlled drugs under the Controlled Drugs Act on August 2, 2024 (official gazette), with the synonym3,4- methylenedioxyphenyl-2-propanone (MDP2P). It should be noted that it is now subject to stricter control.
