Annual reporting of the registered new and existing chemical substances is a new post-registration requirement in Taiwan. According to the Article 24 of the revised Regulations of New and Existing Chemicals Registration[1], the registrant shall report annually through the IT system between April 1 to September 30, including the registrant information, registration number, and last year’s volume of manufacture or importation.
The registrant can either report by himself or authorize the third party representative (TPR) based in Taiwan to do it. Registrants or TPR can only access the IT system with the MOEACA IC card.
For those who fail to report in time or still need to correct the submitted information after September 30, a formal application to the registration center is necessary, which will grant the registrant another chance to report. The closed online system will be reopened to this registrant and he needs to complete annual reporting within 30 working days.
The annual reporting is still required even If there is no manufacture/import activities in 2019. The submitted volume can be filled in as “0”. If the registrant expects no trade in the future, he can apply to cancel the registration number and then there is no need to report any more.
