On February 9, 2022, Thailand’s Department of Industrial Works (DIW) issued a notice to solicit public comments on adding PFOA, its salts, and PFOA-related compounds (eight substances) to the Annex 5.1 of the List of Hazardous Substances (hereinafter referred to as 'List'). In addition, they will be classified as Type 3 and Type 4 substances due to specific conditions. The consultation will due on February 25, 2022.
To strengthen the management of PFOA in according to the Stockholm Convention on Persistent Organic Pollutants (POPs), the related substances were firstly proposed to be listed as hazardous substances in May 2021(CL news). Compared to the first draft, there are more specific controls of PFOA, its salts, and PFOA-related compounds in this new draft.
Below are the details of the draft amendments.
< Table 1 >
Substance Name | CAS | Hazard Type | Conditions |
Perfluorooctanoic acid (PFOA) | 335-67-1 | Type 3 | In line with the Stockholm Convention, these 8 substances will be classified as Type 3 substances and only be permitted for use, manufacturing, importing, exporting and transporting in the following uses: - Photolithography or etch processes in semiconductor manufacturing; - Photographic coatings applied to films; - Textiles for oil and water repellency for the protection of workers from dangerous liquids that comprise risks to their health and safety; - Invasive and implantable medical devices; - Fire-fighting foam for liquid fuel vapor suppression and liquid fuel fires (Class B fires) in installed systems, including both mobile and fixed systems; - Use of perfluorooctyl iodide for the production of perfluorooctyl bromide for the purpose of producing pharmaceutical products; - Manufacture of polytetrafluoroethylene (PTFE) and polyvinylidene fluoride (PVDF) for the production of: a) High-performance, corrosion-resistant gas filter membranes, water filter membranes and membranes for medical textiles; b) Industrial waste heat exchanger equipment; c) Industrial sealants capable of preventing leakage of volatile organic compounds and PM2.5 particulates ; - Manufacture of polyfluoroethylene propylene (FEP) for the production of high-voltage electrical wire and cables for power transmission; and - Manufacture of fluoroelastomers for the production of O-rings, v-belts and plastic accessories for car interiors. |
