Thailand Issues the List of Hazardous Substances (No.5)

Thailand has approved the List of Hazardous Substances No.5, the amendment involves Annex 4.1, 4.2 and 5.1. The information of five substances is modified and thirteen substances are added into the revised list.

In September 2019, the Thailand Department of Industrial Work (DIW) under the Ministry of Industry (MOI) published the approved List of Hazardous Substances (No.5) [1]. The consultation on this amendment started in March. (Chemlinked News [2]

Compared to the Draft [3] released in March, there are changes in the modification of Annex 4.1. Specifically, the classification for substance No. 25 is changed as well, and detailed information on the hydrates of citric acid and configuration of lactic acids is shown in the list.

Compared to the previous official version, the followings are the modification in List No.5: 

  • For Annex 4.1, the hazard classification of chlorpyrifos (No.24) is changed from Type 3 to Type 4, and chlorpyrifos-methyl (No.25) is changed from Type 2 to Type 4. Five substances are added in Annex 4.1 (No. 226~No. 230).

  • For Annex 4.2, the hazard classification of amphoteric surfactants (No.15) is changed from Type 3 to Type 1 and one substance is added (No. 29).

  • For Annex 5.1, the exemption conditions of methoxyacetic acid and 2- methoxyacetic acid (No. 60) and hexachlorobenzene (No. 477) is supplemented, and seven substances are added (No. 519~No. 525). For methoxyacetic acid, the exemption condition is impurity ≤ 0.3% (w/w), and for hexachlorobenzene, the exemption condition is impurity ≤ 0.005% (w/w).

According to the new Hazardous Substance Act (HSA), as far as the import procedure is concerned, Type 1 hazardous substances should notify before import. Type 2 and Type 3 hazardous substances are subject to registration before import. Type 4 substances are prohibited from importation.
