Thailand Proposes to Expand Exemption Criteria for Phenylacetic Acid

Thailand has proposed to expand exemption criteria for phenylacetic acid under its Schedule IV narcotics control rules, allowing broader industrial and commercial use while keeping the substance under strict regulatory control.

On June 24, 2026, Thailand's Ministry of Public Health, via the WTO Committee on Technical Barriers to Trade, issued an addendum notification regarding the "Draft Notification of the Ministry of Public Health RE: Classification of Schedule IV Narcotic Drugs (No. 4) B.E. …". The draft document primarily applies to the industrial and commercial use of phenylacetic acid (a.k.a. 2-phenylacetic acid), which is classified as a Schedule IV narcotic drug under Thailand's Narcotics Code. Enterprises are advised to submit any comments within the designated 30-day window starting from June 24.
