On November 1, 2023, Thailand’s Department of Industrial Works (DIW) opened a public consultation on the draft amendments to the List of Hazardous Substances under the Hazardous Substances Act B.E. 2535 (1992). As per the notification, the DIW proposed to add “perfluorohexane sulfonic acid (PFHxS), its salts and PFHxS-related compounds” to Annex 5.1 of the List as Type 3 hazardous substances, covering 147 substances. Comments are welcome before November 15, 2023.
PFHxS, its salts and PFHxS-related compounds are used as a surfactant and protective coating in applications such as aqueous firefighting foams, textile coating, metal plating, and polishing agents. They are one class of many chemicals collectively known as per- and polyfluoroalkyl substances (PFASs). In June 2022, they were listed in Annex A to the Stockholm Convention without specific exemption (SC-10/13). Since then, many countries and regions have introduced legislation to phase out PFHxS, its salts and PFHxS-related compounds, e.g., the EU, Japan, Singapore, New Zealand, Chinese Mainland and Taiwan, Australia, etc. The amendments proposed by Thailand’s DIW this time aim to facilitate the proper control measures for the target 147 substances in line with the Stockholm Convention.
Details about the target 147 substances, including chemical name and CAS number, can be accessed here. All of them are proposed to be regulated as Type 3 hazardous substances (without specific exemptions) in Annex 5.1 under the DIW’s responsibility. If adopted, the manufacture, import, export or possession of any target substance will be required for registration and license.
