The Philippines to Add 59 Chemicals to PICCS

The Philippines considers an addition of 59 chemicals to its existing chemical inventory.

On November 14, 2025, the Philippine Environmental Management Bureau under the Department of Environment and Natural Resources (DENR-EMB) released a draft list of 59 chemicals proposed for inclusion in the Philippine Inventory of Chemicals and Chemical Substances (PICCS). This update will take effect 15 days after its official publication.

The 59 new chemicals were notified through the Pre-Manufacture Pre-Importation Notification (PMPIN) process in 2025 and will be listed as existing chemicals in the PICCS. The draft list of these chemicals can be accessed here

The PICCS is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated, or transported in the Philippines. Generally, notified new chemical substances are added to the PICCS one year after the submission of the Notice of Commencement (NOC). The total number of chemicals listed in the PICCS has increased from 22,277 to 22,438, with the addition of 96 new chemicals in 2022 and 65 new chemicals in 2023. The draft list for 2024 includes 81 chemical substances, which has yet to be approved.

For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCOs), they can be manufactured or imported into the Philippines without market access restrictions.
