On July 15, 2026, the Philippine Department of Environment and Natural Resources (DENR) published Administrative Order No. 2026-24, officially adding 81 new chemicals to the Philippine Inventory of Chemicals and Chemical Substances (PICCS). The updated inventory status of these 81 chemicals becomes effective on July 30, 2026.
The regulatory framework for chemical management in the Philippines is anchored in Republic Act No. 6969, known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act. Under this mandate, the DENR maintains and updates the PICCS to cover all existing chemical substances imported, used, processed, manufactured or transported in the country. Generally, new chemicals imported or manufactured with an issued Pre-Manufacture Pre-Importation Notification (PMPIN) Compliance Certificate will be added to the PICCS one year following the submission of the Notice of Commencement (NOC) for their first commercial importation or manufacture. These 81 substances were notified in 2024 and have been added to the PICCS accordingly.
This transition of these substances from "new" to "existing" chemical status, will directly impact market entry requirements. For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCOs), they can be manufactured or imported into the Philippines without market access restrictions.
