On May 14, 2018, China National Health Commission opened national food safety standards on composite food contact materials (FCM) and starch-based plastic food contact materials for public consultation. The deadline for comments is Jul 10, 2018.
Compared to the previous version issued by Food Contact Science Expert Committee of China Food Industry Association in 2017, the new draft of national standard on composite FCM differs in the following ways:
Metal products, bamboo & wood products are newly exempted from this standard.
The ingredient requirements are refined to 3 provisions, concerning raw material safety, adhesive, and GMP.
Criteria of bisphenol A diglycidyl ether and its derivatives are defined.
The new draft standard specifies indexes of total migration amount, potassium permanganate consumption, heavy metal, primary aromatic amines migration amount and solvent residual limit. It also declares that additives applied in composite FCM should comply with GB 9685 and its relevant announcements. The labeling of such products shall comply with GB 4806.1
Another draft standard, national standard on starch-based plastic FCM and articles, sets criteria for starch concentration, physicochemical qualities and additves. The additives and labeling of starch-based plastic FCM also need to comply with GB 9685 and GB 4806.1. Besides, the concentration of resin and starch should be listed in labels, operation books or affliated documents.
