Vietnam Chemicals Agency Directs Online Licensing for Special Control Chemicals

From March 5, 2026, Vietnamese enterprises must apply for export and import licenses for chemicals requiring special control via the National Public Service Portal.

The Vietnam Chemicals Agency (Vinachemia), under the Ministry of Industry and Trade, has issued Notice No. 386/HC-QLHC regarding the administrative procedures for granting export and import licenses for chemicals requiring special control.

As per the Notice, affected enterprises must submit their applications for export and import licenses of chemicals requiring special control to the National Public Service Portal.

This procedural update implements the provisions set forth in Clause 6, Article 14 of Decree No. 26/2026/ND-CP, which was issued by the Government on January 17, 2026. This Decree details and guides the implementation of specific articles of the Law on Chemicals regarding the management of chemical activities and hazardous chemicals in products and goods.
