Global Chemical Regulation Highlights | April 2026
In April of 2026, China added five substances to the Hazardous Chemicals Catalogue. Taiwan announced bans on Methoxychlor, Dechlorane Plus and UV-328. South Korea consulted on revisions to the K-REACH Enforcement Rules to clarify joint submission procedures, data submission grace periods. Japan designated 117 PFHxS-related substances as Class I Specified Chemical Substances under CSCL, effectively prohibiting most manufacture, import and use from June 17, 2026. Australia updated the Australian Inventory of Industrial Chemicals (AIIC) and proposed changes to AICIS fees and charges for the 2026–2027 registration year. Singapore moved to phase out six mercury-added products. The EU added 2,4-dinitrotoluene in articles to the REACH Restriction List. The UK proposed amendments to its POPs Regulation to restrict five new chemicals. The USA delayed the TSCA PFAS reporting and recordkeeping start date to 2027. Peru released implementation rules for GHS adoption and national chemical management.

In March 2026, the Ecological and Environmental Code of the People's Republic of China was released. South Korea drafted and amended various chemical control lists and the GHS classification list. Japan, Australia, New Zealand, the USA, and the EU issued regulatory changes to strengthen PFAS control. The UK opened consultation on the proposed inclusion of 15 SVHCs on the UK REACH Candidate List. Ukraine published the draft procedure for the state registration of chemical substances.

Global Chemical Regulation Highlights | February 2026
In February of 2026, China approved six substances for use in food contact materials and notified seven new mandatory national standards for dangerous goods road transport while proposing stricter controls on harmful substances including PFAS and VOC in industrial products. South Korea consulted on amendments to the K-REACH Enforcement Rules to clarify joint registration data procedures, OR transfers, and chemical accident prevention plan reviews. Japan issued guidelines for a Substitute Chemical Name System for SDSs to protect trade secrets for lower-hazard substances and moved to expand ISHL SDS and labeling scope. Thailand proposed a single gateway for the transit of 18 hazardous substances. Australia introduced one new chemical into the AIIC inventory. The EU, via ECHA, added new substances to the SVHC list, updated annual evaluation statistics, and the European Commission amended BPA rules for food contact materials. The UK under UK REACH adopted a new strategic approach to its SVHC candidate list and unveiled a comprehensive PFAS plan. Canada amended Schedule 3 to CEPA to add hazardous substances to the Export Control List, aligning export controls with the Rotterdam Convention.

Global Chemical Regulation Highlights | January 2026
In January of 2026, China moved to add 5 substances to the Hazardous Chemicals Catalogue. South Korea consulted on hazard assessment results for 130 chemicals registered under K-REACH. Japan proposed a ministerial ordinance under CSCL to specify 117 PFHxS-related substances following their Class I designation. Australia updated the Australian Inventory of Industrial Chemicals (AIIC). Vietnam published implementation regulations for the Law on Chemicals effective January 17, 2026. Singapore decided to ban MCCPs and LC-PFCAs, including products containing them, from December 16, 2026. In January 2026, EU chemical regulatory developments were not detailed in this recap. The UK HSE proposed mandatory classification and labeling for 60 hazardous substances, including PFHxA. The USA saw New Jersey enact comprehensive PFAS restrictions for cosmetics, carpets, and food packaging from 2028.

In December of 2025, China passed the Law on Hazardous Chemicals Safety to strengthen lifecycle safety management, while the EU postponed key CLP labelling, distance sales and fuel station requirements to January 1, 2028, and the US advanced state-level PFAS reporting and Proposition 65 substance controls; South Korea updated hazard assessments, GHS classifications and its hazardous substances list, Japan designated PFHxS-related substances as Class I Specified Chemical Substances under CSCL and ended an essential-use exemption for 8:2 FTOH, Taiwan tightened PFAS and environmental agent controls and advanced OSH reforms, the UK extended UK REACH transitional registration deadlines and applied new mercury-added product restrictions, Ukraine proposed epoxy limits in food contact materials and extended REACH/CLP-aligned compliance deadlines, Australia updated the AIIC industrial chemicals inventory, and Canada progressed DSL substance investigations and proposed stricter rules on single-use plastics.

Australia proposed IChEMS scheduling decisions for 10 groups of industrial chemicals. The EU proposed to add Chlorpyrifos, MCCPs, and C9-21 PFCAs under POPs Regulation. The U.S. proposed exemptions to PFAS reporting rule.

Global Chemical Regulation Highlights | August 2025
In August of 2025, China published the draft revision of GHS labeling standard (GB 15258), which aims to implement hazardous QR code requirements. South Korea revised its GHS standard to align with K-REACH updates. Japan issued draft amendments to CSCL Enforcement Guidelines. Vietnam unveiled the time schedule for releasing the implementation regulation detailing its new Law on Chemicals. In Europe, ECHA released the updated PFAS Restriction Proposal but later announced to leave out the Committee’s assessment for 8 sectors. The U.S. IRS annoucned to update the list of taxable substances to introduce 21 new substances set to be effective on Jan 1, 2026.

South Korea proposed updates to several important chemical inventories. Japan solicited comments on the proposed revisions to JIS Z 7252 and JIS Z 7253. Thailand issued the List of Hazardous Substances (No.8). Singapore introduced mandatory chemical reporting framework to monitor chemicals that are imported or manufactured but not currently regulated. Australia updated inventory terms of 2,297 chemicals for SIR compliance under AICIS. UK proposed extensions for transitional registration submission deadlines under UK REACH.
