ECHA Introduces Two Hazardous Chemicals to SVHC List
On February 4, 2026, ECHA has confirmed the addition of n-hexane and 4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol and its salts to the Candidate List of substances of very high concern (SVHC). The list now contains 253 entries, some of which are groups of chemicals so the overall number of impacted chemicals is higher.

EU Commission Issues Amendments to BPA Regulation for Food Contact Materials
On February 3, 2026, the European Commission released Commission Regulation (EU) 2026/250 in the Official Journal of the European Union, correcting Regulation (EU) 2024/3190 on the use of bisphenol A (BPA) and other bisphenols in food contact materials by clarifying terminology, analytical methods, confidentiality requirements, and updating transitional deadlines for placing BPA-containing articles on the EU market.

Thailand Proposes Single Gateway for Transit of 18 Hazardous Substances
The proposal requires that the transit of 18 designated chemical substances, which fall under the responsibility of the DIW, must occur exclusively through the Laem Chabang Port Customs House. The public consultation period is currently active and is scheduled to conclude on February 16, 2026.

The Philippines Consults on New Regulatory Guidelines for Food Contact Articles for Prepackaged Processed Food Products
On February 3, 2026, the Philippines Food and Drug Administration (FDA) issued a draft Administrative Order on general guidelines for the regulatory compliance of food contact articles used for prepackaged processed food products, detailing safety standards on chemical migration, documentation, traceability and labeling requirements, and providing a 12‑month transition period after the order takes effect.

Global Chemical Regulation Highlights | January 2026
In January of 2026, China moved to add 5 substances to the Hazardous Chemicals Catalogue. South Korea consulted on hazard assessment results for 130 chemicals registered under K-REACH. Japan proposed a ministerial ordinance under CSCL to specify 117 PFHxS-related substances following their Class I designation. Australia updated the Australian Inventory of Industrial Chemicals (AIIC). Vietnam published implementation regulations for the Law on Chemicals effective January 17, 2026. Singapore decided to ban MCCPs and LC-PFCAs, including products containing them, from December 16, 2026. In January 2026, EU chemical regulatory developments were not detailed in this recap. The UK HSE proposed mandatory classification and labeling for 60 hazardous substances, including PFHxA. The USA saw New Jersey enact comprehensive PFAS restrictions for cosmetics, carpets, and food packaging from 2028.

Switzerland Proposes Strict PFAS Limits for Food Contact Packaging and Single-Use Articles
On January 27, 2026, Switzerland’s Federal Office for the Environment (FOEN) notified the WTO of a draft amendment to the Ordinance on the Reduction of Risks relating to the Use of Certain Particularly Dangerous Substances, Preparations and Articles (Chemical Risk Reduction Ordinance, ORRChem). Under notification G/TBT/N/CHE/301, the Swiss authorities have proposed a prohibition on the placing on the market of food packaging and single-use consumer goods that contain Per- and Polyfluoroalkyl Substances (PFAS) exceeding specific threshold limits. The proposed amendments are scheduled to enter into force on December 1, 2026.

China Publishes FAQ for Implementing the New Mandatory RoHS Standard
In November 2025, the China Electronics Standardization Institute (CESI) released a comprehensive Q&A document to support the implementation of the new mandatory national standard “Requirements for Restriction of Hazardous Substances in Electrical and Electronic Products” (GB 26572-2025). This standard, which will take effect on August 1, 2027, serves as a critical technical foundation for the enforcement of China’s “Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products” (commonly referred to as China RoHS).

Malaysia Updates Food Contact Material Standards with New Ceramic Ware Regulations
On January 30, 2026, the Malaysian Minister of Health published the Food (Amendment) Regulations 2026 in the Federal Government Gazette [P.U. (A) 48]. This amendment to the Food Regulations 1985 introduces significant updates to the safety standards for food contact materials, specifically establishing new definitions and migration limits for heavy metals in ceramic ware. The regulations are set to come into operation on August 1, 2026.

China Issues New National Standard on Heavy Metal Limits in Printing Inks
On December 31, 2025, China’s State Administration for Market Regulation and the National Standardization Administration jointly issued a new mandatory national standard, GB 46997-2025, titled “Limits of certain heavy metal in printing ink,” on December 31, 2025. The standard establishes strict maximum allowable limits for heavy metals and soluble heavy metals in ink products to enhance safety and environmental protection. Industry stakeholders must ensure compliance with these new requirements by the implementation date of January 1, 2027.
