South Korea Amends K-REACH Enforcement Decree to Streamline Data Sharing Disputes and OR Transitions
On May 6, 2026, the South Korean government promulgated Presidential Decree No. 36304, partially amending the K-REACH Enforcement Decree. The main purpose of this amendment is to introduce a formal dispute resolution mechanism for the joint submission of chemical registration data and to ensure the seamless succession of legal duties when overseas manufacturers change their appointed representatives.

South Korea Announces Handling Limits for 73 Newly Designated Hazardous Substances
On May 6, 2026, by NICS Announcement No. 2026-4, South Korea's National Institute of Chemical Safety (NICS) adopted the partial amendment to 'Annex 2 - Standard handling limits for substances acutely hazardous to human health, substances chronically hazardous to human health, and substances hazardous to the environment' of the Regulations on Standard Handling Limits of Hazardous Chemicals.

Global Chemical Regulation Highlights | April 2026
In April of 2026, China added five substances to the Hazardous Chemicals Catalogue. Taiwan announced bans on Methoxychlor, Dechlorane Plus and UV-328. South Korea consulted on revisions to the K-REACH Enforcement Rules to clarify joint submission procedures, data submission grace periods. Japan designated 117 PFHxS-related substances as Class I Specified Chemical Substances under CSCL, effectively prohibiting most manufacture, import and use from June 17, 2026. Australia updated the Australian Inventory of Industrial Chemicals (AIIC) and proposed changes to AICIS fees and charges for the 2026–2027 registration year. Singapore moved to phase out six mercury-added products. The EU added 2,4-dinitrotoluene in articles to the REACH Restriction List. The UK proposed amendments to its POPs Regulation to restrict five new chemicals. The USA delayed the TSCA PFAS reporting and recordkeeping start date to 2027. Peru released implementation rules for GHS adoption and national chemical management.

New Mexico Finalizes PFAS Rule with Labeling Requirements Starting 2027
The New Mexico Environmental Improvement Board (NMEIB) has finalized a rule, codified as 20.13.2 NMAC, regulating per- and polyfluoroalkyl substances (PFAS) in consumer products. Signed on April 17, 2026, the rule implements the state's PFAS Protection Act and establishes a robust framework for prohibition, reporting, labeling, and testing of products containing intentionally added PFAS. It will take effect from July 1, 2026.

China MEM Mandates Safety Supervision and Licensing for Five Newly Listed Hazardous Chemicals
On April 28, 2026, the General Office of China’s Ministry of Emergency Management (MEM) issued an official notice mandating strict safety supervision for five chemicals recently added to the Inventory of Hazardous Chemicals (2015). The directive requires all affected enterprises handling these substances to finalize chemical registrations and secure appropriate hazardous chemical licenses by July 31, 2026.

UK Proposes Amendments to POPs Regulation, Restricting Five New Chemicals
On April 29, 2026, the United Kingdom’s Department for Environment, Food and Rural Affairs (DEFRA) notified the World Trade Organization (WTO) of draft legislation to amend the assimilated Persistent Organic Pollutants (POPs) Regulation (Regulation (EU) 2019/1021).

Taiwan to Ban Methoxychlor, Dechlorane Plus, and UV-328, Effective July 1, 2026
Effective July 1, 2026, methoxychlor, dechlorane plus, and UV-328 are regulated as toxic chemical substances, aligning with the Stockholm Convention, as they are listed in Annex A as industrial POPs targeted for global phase-outs. The amendments also tighten controls on existing regulated toxic chemical substances, including mercury and tetrachloroethylene.
