In April of 2024, China imposes licensing control on export of 24 precursor chemicals to Myanmar, Laos, and Afghanistan. South Korea published the updated list of pre-registered substances under K-REACH. Japan introduced 12 substances to PAC List. Vietnam notified the draft chemical law to WTO for comment. India published Quality Control Order for orthophosphoric acid. Australia proposed to add Dechlorane Plus and UV-328 under ICHEMS.

China Issues Technical Specification for Chemical Nomenclature (Updated on Mar 21, 2024)

The National Assembly of South Korea passed the proposals of revising K-REACH and K-CCA. Australia unveiled new IChEMS scheduling decisions. India amended quality control orders for PE materials. Malaysia initiated a public consultation on updating Guidelines on Storage of Hazardous Chemicals: A Guide for Safe Warehousing of Packaged Hazardous Chemicals. ECHA officially added 5 new chemicals to the Candidate List.

China Has Comprehensively Phased out 8 New Pollutants

On January 9, 2024, the MEE issued a notice, announcing that China has comprehensively phased out eight types of chemicals included in the List of New Pollutants for Priority Management (2023). Their import, export, manufacture, process and use have been prohibited in China from January 1, 2024.

In November of 2023, China released a notice to strengthen standardized environmental management on hazardous wastes. South Korea designated 55 new toxic chemical substances and updated the GHS Classification List. Japan opened a public consultation to designate NPE as Class II Specified Chemical Substance under the CSCL. Thailand DIW proposed to list 147 PFHxS related substances as Type 3 hazardous substances. New Zealand called for submissions regarding proposed changes to a series of group standards to reduce the maximum allowable levels of lead in paint.

Speaking at the 15th Chemical Regulatory Annual Conference (CRAC) on November 16, 2023, Ms. Yu Tingting from the Department of Solid Waste and Chemicals at the Ministry of Ecology and Environment (MEE) and Ms. Ma Yan from the Solid Waste and Chemicals Management Center of the Ministry of Ecology and Environment (SCC-MEE) shared China's strategy for chemical environmental management, with a focus on addressing new pollutants and implementing comprehensive environmental risk management throughout the lifecycle of existing and new chemicals.

In October of 2023, China released the Inventory of Severely Restricted Toxic Chemicals (2023). South Korea proposed amendments to both TSCL and GHS classification list. Japan consulted on designating NPE as Class II Specified Chemical Substances under CSCL. Australia considers listing short chain chlorinated paraffins (SCCPs) in IChEMS Register Schedule 7. Officials at ChemCon Europe signaled that the formulation of India REACH Regulation may be shelved for some years to come.
