China Has Comprehensively Phased out 8 New Pollutants

This is important progress after the issuance of the first batch of new pollutants for priority management.

On January 9, 2024, the Chinese Ministry of Ecology and Environment (MEE) issued a notice, announcing that China has comprehensively phased out eight types of chemicals included in the List of New Pollutants for Priority Management (2023). Their import, export, manufacture, process and use have been prohibited in China from January 1, 2024.

Among these eight chemicals, Item 1 and Items 3~8 are persistent organic pollutants (POPs) regulated under the Stockholm Conventions, and Item 9 is proposed to be included under this international convention. According to the 2023 List, some of them are listed with specific exemptions and have been granted exemption periods until December 31, 2023. The exemption periods have now expired. Therefore, the MEE released this notice in early 2024 to stress the prohibitions imposed on a total of 8 types of listed new pollutants. It should be noted that prohibitions apply to pure substances and mixtures containing them. For new pollutants that occur as unintentional trace contaminants in articles, control measures in the 2023 List do not apply.

The authorities will actively promote the inclusion of relevant control requirements for new pollutants in the 2023 List into relevant inventories or catalogues, thereby ensuring elimination results with a long-term mechanism.
