South Korea to Ease Chemical Regulations to Offset Impact of Japanese Export Curbs

The trade friction between South Korea and Japan has attracted considerable attention and led many (click here[1] and here[2]) in the Korean media to question MoE’s chemical regulations including K-REACH[3]and CCA[4]. In response to Korean media’s criticism of K-REACH and CCA, the MoE has issued several official explanations reiterating its stance and urging the public not to blame chemical regulation for material localization issues (CL news, click here[6] and here[7]). However, to appease concerns, MoE will amend the implementation of some regulations to minimize industry losses during this difficult time. In July, the Deputy Prime Minister of South Korea Hong Nam-ki offered details on proposed reforms during the 3rd Ministerial Meeting on Japan’s Trade Curbs, stating that the government will ease new chemical registration for R&D purposes. South Korea Launches K-REACH Late Pre-registration

South Korea’s pre-registration of existing chemical substances ended on Jun 30th, 2019. Registrants that missed the pre-registration deadline, are in principle ineligible for follow-up manufacture or import in South Korea. However, the IT system for pre-registration is still open and technically speaking still accepting applications. According to the authority, the current system should only be used for late pre-registration. Although the data requirements in the system are the same as the pre-registration, the registrants should self-check in advance if they fit the eligibility criteria for late pre-registration.

China’s IECSC Inclusion Process

It is known that new chemical substances notified under the China New Chemical Substance Notification (China NCSN) will have a chance of being included in the Inventory of Existing Chemical Substances in China (current version IECSC 2013). With more and more qualified new chemical substances waiting to be listed into IECSC, the Solid Waste and Chemicals Management Center (SCC) under China MEE has streamlined IECSC inclusion.

MEP Order 7: Draft Revision of China’s New Chemical Management System Unveiled

The draft amendments of MEP Order 7 were issued for public consultation. Exemptions are offered to small volume new substances imported or manufactured in volumes under 100kg a year. The draft included amendments of registration types, approval criteria, post-registration management and supervision, etc.

K-REACH: Pre-registration Information Can Still Be Updated Before Jul 19th

South Korea’s pre-registration of existing chemical substances ended on 30 June 2019. The Ministry of Environment (MoE) then issued on Jul 8th a notice which grants registrants a chance to directly supplement or update the submitted information by Jul 19th, 2019. Otherwise, a modification application should be applied for afterwards if any changes occur.
