China Notifies WTO of 14 National Standards for Hazardous Properties Inspection of Dangerous Goods

On March 16, 2026, China's State Administration for Market Regulation notified the WTO of 14 national standards for the hazardous properties inspection of dangerous goods. The notifications include a general specification and specific codes for different hazardous properties. The proposed date of entry into force for these standards is three months after their approval, and the final date for comments is May 15, 2026.

On March 12, 2026, the 14th National People’s Congress officially adopted the “Ecological and Environmental Code of the People’s Republic of China.” This milestone legislation marks the beginning of a codified era for China’s environmental protection framework. The new Code, which systematically integrates and standardizes existing environmental regulations, will officially take effect on August 15, 2026, establishing stricter and more unified compliance requirements for the chemical manufacturing and processing sectors.

Turkey’s MoEUCC Mandates KKDIK Temporary Registrations by September 2026, Opens Individual Submission Pathway

On March 4, 2026, the Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) issued an official notice updating the compliance requirements for the Registration, Evaluation, Authorization and Restriction of Chemicals (KKDIK). The MoEUCC announced that temporary registration is now mandatory for all applicable chemical substances, regardless of Lead Registrant (LR) availability. To facilitate this, the MoEUCC has introduced a new “individual” temporary registration pathway in the Chemical Registration System (KKS), allowing companies to complete their temporary registrations independently by September 30, 2026, even in cases where industry coordination has stalled or an LR has not been appointed.

On December 31, 2025, China’s Ministry of Transport (MOT) issued a notice initiating a public consultation on a comprehensive series of seven mandatory national standards titled GB XXXXX-XXXX Regulations Concerning Road Transport of Dangerous Goods. This regulatory package covers the entire lifecycle of dangerous goods road transport, ranging from classification and packaging to consignment and operational handling. Industry stakeholders and experts are invited to submit their comments and feedback to the drafting committee by March 3, 2026.

China Proposes Stricter Controls on Harmful Substances in Industrial Products, Including PFAS and VOC

China is soliciting public comments until 1 March 2026 on major revisions to mandatory national standards for prohibited/restricted substances in artificial leather and harmful substances in adhesives, which will tighten limits, expand chemical control scope (including PFAS and VOC), and unify compliance requirements for related industries.
