As the KKDIK registration deadline (regardless of tonnage) of December 31, 2023 approaches, the Ministry of Environment, Climate, and Urbanization (MoECC) is in discussions regarding a possible extension based on tonnage bands. Although no official statement has been issued, Ms. Ahu Cekim, an official from the MoEUCC, mentioned during the ChemCon Europe conference on October 26 that the registration deadline will be extended and new timeline for registration will soon be announced.

The Department of Chemicals and Petrochemicals (DCPC), Govt. of India, made an announcement on its website on October 10, 2023, regarding the launch of a significant and ambitious project called ChemIndia, which aims to create a comprehensive chemical inventory of India.

On September 20, 2023, a meeting regarding discussion on mandatory additional qualifiers in import/export declarations in respect of certain products has been held at the Conference Room of FICCI Headquarters in New Delhi.

Perfluorohexanesulfonic acid (PFHxS), its salts and PFHxS-related compounds will be designated as Class I toxic chemicals in Taiwan. This move is in response to the Stockholm Convention on Persistent Organic Pollutants, which listed them to its Annex A (Elimination) in 2022.

On June 8, 2023, European Commission announced to add 24 entries of CMR substances to Annex XVII to Regulation (EC) No 1907/2006. The list of substances are published in Commission Regulation (EU) 2023/1132 on the Official Journal of the European Union on June 9. The amendment comes into force on December 1, 2023.

India's Central Board of Indirect Taxes & Customs (CBIC) has released the Circular No. 18/2023-Customs on June 30, 2023, mandating the disclosure of IUPAC name and CAS number for constituent chemicals of imported items. This regulation will come into force on October 1, 2023.

On June 16, 2023, China’s Ministry of Industry and Information Technology (MIIT) opened up a public consultation​ on the drafts of GB 30000.1 Rules for classification and labeling of chemicals—Part 1：General specifications and GB 30000.X Rules for classification and labeling of chemicals— Part X: Desensitized explosives.

On December 30, 2022, the Chinese Ministry of Commerce and the General Administration of Customs issued the 2023 Catalogue of Dual-Use Items and Technologies Subject to Import and Export Licensing, which took effect on January 1, 2023. The 2022 version was repealed at the same time.

On February 6, 2023, Singapore Standards Council officially released the revised standards of SS 586 Part 2 and Part 3.

Taiwan EPA is consulting on designating 15 chemical substances as “chemical substances of concern”, including 2 new psychoactive substances, 5 chemicals of food safety concerns and 8 precursors for blasting explosives. The 14-day consultation period will end on September 22, 2022.
