Beijing announced a temporary prohibition on the transport of dangerous goods (highly hazardous chemicals included) in the city area starting March 1st, 2018, and ending March 22, 2018. The ban is designed to ensure safety and smooth traffic during the upcoming two plenary meeting sessions of China’s State Council.
However, if there is a high demand for transport of dangerous goods during the hiatus, the transporter could apply for a pass and drive only on a marked route in Beijing. Local vehicles need to apply for a special line pass, while non-local vehicles need a foreign dangerous goods transport vehicle permit. Please see here for the procedures and application forms.
To assist with and promote work safety during the two sessions, Zhejiang provinces will use its big data platform. According to the Zhejiang administration of work safety, there are a total of 1154 enterprises producing hazardous chemicals in Zhejiang, 1115 of them upload and store their data online, and 39 of them lack a digital production recording management system.
Shandong province has assigned four inspection teams to four cities -Jinan, Qingdao, Yantai, Jining. The inspection is expected to be finished by this March.
