11 new chemical substances notified through regular notification under China New Chemical Substance Notification (China NCSN, a.k.a China REACH) were published by China MEP and will be open for public consultation until 21 Jan 2014. Among the 11 notifications, 6 are notified through special regular notification submissions, 4 for Re-notification for Increased Tonnage Band and 2 for Repeat Notification.
The increased number of Re-notification for Increased Tonnage Band reveals the fact that some notifiers have adopted a strategy to firstly obtain certificates for lower tonnage banding, and then supplement the notification materials and subsequently re-notify the new chemical substance with higher tonnage band. This strategy is time efficient as the supplementary materials can be prepared when the new chemical substance is already being manufactured or imported in compliance with China NCSN. So far, MEP has published 6 re-notifications for increased tonnage band (be approved or to be approved). See Table 1 below, the notifiers generally took about 9 to 19 months to complete the re-notification.

It is also the first time MEP has published repeat notification data, which refers to a situation where the notifier of a previously notified new chemical substance makes use of the same testing reports from the original notifiers. It should be emphasized that the tonnage accumulation principle applies to repeat notification. These two repeat notifications are both for polyhalide of metal phthalocyanine (See Table 2). However, since only the generic name has been published, it’s uncertain which notification represents the corresponding repeat notification.

For this newly released batch, MEP for the first time has published the certificate holder information alongside with the notifying company name clearly a move aimed at increasing regulatory transparency. The 11th batch of regular notifications to be approved in 2013, lists 11 new chemical substances, of which 6 are notified as hazardous new chemical substance of priority environmental concern, 3 as hazardous new chemical substance and 2 as general new chemical substances. The detailed information is attached as below.
