On March 21, 2022, the Chinese Ministry of Emergency Management (MEM) issued the 14th Five-Year Plan (2021-2025) for Safe Production of Hazardous Chemicals (hereinafter referred to as the Plan), with the focus on accurately controlling the safety risks of hazardous chemicals in eight key industries, including chemical industry, pharmaceutical industry, oil and gas industry, firework industry, etc.
China, the largest chemical powerhouse of the world, has launched the three-year special campaign on safe production in an all-round way during the 13th Five-Year Plan period (2016-2020). It achieved great progress in preventing and controlling the safety risks, e.g., over 5,400 enterprises that manufacture or operate hazardous chemicals have been shut down due to the restructuring, and the number of major chemical accidents in 2020 has reduced by 17% compared with 2016. The safety is improving. However, due to the poor ability of safety management and the unbalanced safety management in the production, operation, storage, transport, use, disposal, etc. of hazardous chemicals, problems and risks still exist.
Therefore, China MEM issued the Plan to provide guidelines on enhancing the safe production of hazardous chemicals to prevent major accidents and improve workplace safety. The Plan outlines the major targets to ensure the safe production of hazardous chemicals, as well as fireworks and oil and gas during the 14th Five-Year Plan period. More specifically:
By 2025
The major and severe accidents caused by hazardous chemicals will be effectively curbed. Compared with the 13th Five-Year Plan period, the number of chemical accidents and fatalities, as well as oil and gas accidents and fatalities, will decrease by more than 15%; the number of accidents and fatalities caused by the production/operation of fireworks and firecrackers will be dropped by more than 20%.
The system for monitoring and early warning safety risks will be further optimized, and a system for screening, prevention and control for hidden dangers of hazardous chemicals will be established.
The intelligent control platform for chemical parks, hazardous chemical firms, and large oil and gas storages bases will be constantly upgraded.
By 2035
A sound system for the safe production of hazardous chemicals will be fully implemented.
The modernization of governance system and capacity on the workplace safety will be basically realized.
For chemical industry, relevant enterprises shall pay more attention to the followings:
"One enterprise, one chemical product, and one QR code" management will be comprehensively promoted to realize convenient query and efficient delivery of chemical information.
The legislative progress of the Hazardous Chemical Safety Law will be accelerated. (English translation of the draft is accessible here)
The Interim Provisions for the Supervision and Administration of Major Hazard Installations of Hazard Chemicals will be revised. Safety control measures shall be strictly implemented for hazardous chemical storage enterprises that constitute a major hazard source. Illegal storage of hazardous chemicals will be subject to severer punishment.
A safety risk assessment mechanism for the whole process of fine chemical production processes, involving nitrification, chlorination, fluorination, diazotization and peroxide processes, will be established.
Regulations and standards on safety management and control for high-risk chemicals and high-risk processes will be formulated.
More tightened supervision will be launched on hazardous chemical enterprises, even if they have obtained safety production permits.
