On September 15, 2021, Chinese Ministry of Ecology and Environment (MEE) issued a notice[1] to seek public feedback on the draft Work Plan for “No-Waste City” Construction During the 14th Five-Year Plan (hereinafter referred to as the Work Plan[2]), and the draft Indicator System for “No-Waste City” Construction (2021 edition) (hereinafter referred to as the Indicator System[3]). The public consultation will end on September 26, 2021.
China initiated “No-Waste City” Pilot Program on May 13, 2019 (Chemlinked News[4]). Today, it has achieved significant success. Since the launch of this program, 11 pilot cities and 5 special zones have completed 422 projects, which involved capital investment of more than 120 billion Yuan. It has developed 97 models that can be replicated and rolled out nationally.
Based on the successful experience of pilot construction program, the Work Plan was drafted, aiming to promote the construction for “No-Waste City” in about 100 cities at or above the prefecture level and minimize the environmental impact of solid waste by 2025. There are 7 main tasks of the construction for “No-Waste City”. For chemical industries the main task is to accelerate the transformation to green industry and decline industrial solid waste landfill disposal.
Industry plays an important role in the construction for “No-Waste City” and will be strictly regulated and expected to meet specific goals through assessment with defined quantitative indicators on solid waste source reduction, utilization and disposal. Accordingly, the draft Indicator System (2021 edition) provides 5 Grade I indicators, 18 Grade II indicators, and 60 Grade III indicators. Grade III indicators include 24 mandatory indicators and 36 optional indicators. For chemical industry important indicators are:

Different from the Indicator System (Trial) published in2019, the Indicator System (2021 edition) adds 15 new indicators, adjusts 24 indicators, and deletes 14 indicators. More information can be found on relevant government websites.
