On April 16, 2026, China's Ministry of Emergency Management (MEM), in conjunction with nine other national regulatory authorities, jointly published Announcement No. 3 of 2026, officially adding five new substances to the Inventory of Hazardous Chemicals. This multi-departmental update, effective immediately upon publication, introduces new safety and compliance requirements for companies handling these specific chemicals within the Chinese market.

The announcement stipulates no transition period; the update took effect immediately on April 16, 2026. Industry stakeholders must immediately assess their supply chains and inventory. Companies handling these five hazardous chemicals must ensure they complete the registration for their production or import, obtain the necessary hazardous chemical permits for the product, use, or business operation, and comply with all statutory safety measures required for hazardous chemicals in China.

On January 21, 2026, China's Ministry of Emergency Management (MEM) issued a notice soliciting public comments on a draft announcement to officially include five specific chemical substances in the Inventory of Hazardous Chemicals. The consultation period concludes on February 21, 2026.
