China MIIT Reports the Statistics of the RoHS 2 Online Platform

By the end of November 2020, a total of 1036 companies have submitted 10.650 entries of conformity assessment information on the China RoHS 2 platform, involving 15,865 products.

On December 7th, 2020, the China Ministry of Industry and Information Technology (MIIT) issued an announcement [1] introducing the statistics of the conformity information uploaded on the China RoHS 2 Online Service Platform [2]. From the initiation of the online platform in October 2019 to the end of November 2020, a total of 1036 companies have submitted 10,650 entries of conformity assessment information on the platform, involving 15,865 products.

The platform was established in accordance with the requirements in China RoHS 2: Implementation Arrangements for Compliance Assessment System, which was issued by SAMR (State Administration for Market Regulation) and MIIT in May 2019. According to the Implementation Arrangements, products in the Qualification Management Catalogue (First Batch) for China RoHS 2 that are manufactured and imported after 1st November, 2019 shall complete compliance assessment and submit relevant conformity information on the online service platform. Two methods of compliance assessment are recognized in the Implementation Arrangements. The supplier (including producers, authorized representatives, etc.) can select the voluntary certification promoted by the state, or the compliance self-declaration to complete the compliance assessment of products in the Catalogue. For the volunteer certification, the certification body shall submit the assessment results to the platform within 5 working days after the relevant product obtains the certification. And for the self-declaration, support documents must be submitted to the platform within 30 days after the product is put on the market. The contents submitted will be reviewed and published by SAMR and MIIT then. By the end of November 2020, the numbers of products using these two conformity assessment methods are shown in Figure 1.

The image shows that about three-quarters of products are assessed for conformity through self-declaration, which is a more convenient and cost-saving method for enterprises. To help enterprises assess whether their products meet the requirements under RoHS2 or the clients' requirements, China formulated the Guideline of Conformity Assessment for Hazardous Substances in Electronic and Electrical Products (GB/T 37876-2019), which stipulates steps, content, and methods of self-assessment for hazardous substances in EEPs.
