China SCC-MEE Requires Over 180 Enterprises to Submit New Chemical Annual Reports

With approximately two months remaining until the April 30, 2025 deadline, involved enterprises should promptly prepare and submit their annual reports to ensure compliance with chemical regulations in China.

By the official notice issued on January 14, 2025, China’s Solid Waste and Chemicals Management Center (SCC) under the Ministry of Ecology and Environment (MEE) recently notified holders of new chemical regular registration certificates to submit the 2024 annual report on the registered new chemicals via the online registration system before April 30, 2025.

The SCC-MEE also provided a list of over 180 certificate holders (or their appointed agents) who are required to submit the 2024 annual report. Details of the list can be accessed here, including specific certificate codes, target certificate holder's or their appointed agent's names, and the province where the company is located.

Target scope

New hazardous chemicals for priority environmental management that have obtained Regular Registration Certificate under MEP Order No. 7.
New chemicals that have obtained Regular Registration Certificate under MEE Order No. 12, on which annual reporting is specified as a post-registration obligation.

What shall be reported?

Annual production or import quantity.
Emissions to the environment.
Information transmission to downstream users.
Implementation of environmental risk control measures and environmental management requirements.

Given the impending deadline (April 30, 2025), involved enterprises are required to prepare and submit their reports promptly, in accordance with Guidance on Environmental Management Registration of New Chemical Substances.

Guidance on Environmental Management Registration of New Chemical SubstancesThe Guidance is compiled according to Article 6 of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12) in order to standardize the environmental management registration of new chemical substances, guide the applicants and the presentative agents in completing the environmental management registration of new chemical substances and fulfil responsibilities and obligations as specified in the Measures.

Notably, the registration certificate holder’s name, agent’s name and the registration certificate number specified in the annual report shall be consistent with those stated in the registration certificate. Failing to submit the report as required under MEE Order No. 12 may result in fines.
