China to Revise GB 21027-2020 for Stationery Products

China MIIT is consulting on the draft amendments of GB 21027-2020 Request in Common Use of Security for Student's Articles.

On February 24, 2022, China’s Ministry of Industry and Information Technology (MIIT) published draft amendments to the GB 21027-2020 Request in Common Use of Security for Student's Articles. Public consultation will end on April 24, 2022.

GB 21027-2020 is the only mandatory safety standard covering almost all stationery products for students no more than 14 years old, including watercolor paints, crayons, oil pastels, color clay, erasers, correction fluids, watercolor pens, fountain pens, ballpoint pens, pencils, plotter rulers, book covers, school bags, pencil bags, etc. It was issued on July 23, 2020 and took effect on February 1, 2022. Since its publication, the relevant enterprises have adjusted manufacturing techniques in accordance with the requirements of the new standard. However, a multitude of problems relating to product compliance testing were found, e.g. lacking of controls on short-chain chlorinated paraffins, inconsistent with other standards, mistakes in formula for caculation, etc., which need further amendments to the standard.

The major amendments proposed include:

  • Adding provisions that the testing of short-chain chlorinated paraffins (C10-C13) in contactable plastic parts shall follow GB/T 33345 Determination of short chain chlorinated paraffins in electrical and electronic products—Gas chromatography-mass spectrometry;

  • Adding content limit of short-chain chlorinated paraffins (C10-C13) in contactable plastic parts as 1.5 g/kg, which is in line with the requirements of EU Regulation 2015/2030;

  • Amending the requirements of brightness (whiteness) for exercise books from “the brightness (whiteness) of the exercise book is 85% or less” to “the brightness (whiteness) of the inner paper of the exercise book (excluding drawing books) is 85% or less”, which is in line with the requirements of the industrial standard QB/T1437—2014 Exercise book;

  • Correcting the formulas in Annex C, D, E ;

  • Adding “Gas chromatography” into Annex E “Measurement of Total Volatile Organic Compounds in Adhesives” as an arbitration method.
