Updates: On May 7, 2024, the Chinese Ministry of Transport (MOT) announced the adoption of the amendments to the JT/T 617 Regulations concerning Road Transportation of Dangerous Goods, which took effect immediately.
Compared with the draft amendments issued for public comments in 2023, there are no significant changes in the adopted editions. However, notably, the previous proposals to add UN 0512 and UN 0513 to Division 1.4, and to add UN 3549 to Division 6.2 in “Table 3 High consequence dangerous goods” of JT/T 617.1 General provisions have not been adopted.

Public consultation from 25 Sep to 25 Oct 2023:
China is currently consulting on the draft amendments to the JT/T 617 Regulations concerning Road Transportation of Dangerous Goods, which gives detailed descriptions, requirements and guidance for China’s Road TDG. Comments are welcome before October 25, 2023.
JT/T 617 takes a reference from the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), and systematically stipulates the operational requirements for dangerous goods classification, transportation and packaging, consignment, loading and unloading, and road transportation. It comprises 7 parts, including:
Part 1 General provisions
Part 2 Classification
Part 3 Index of dangerous goods name and transportation requirements
Part 4 Provisions for the use of transport packaging
Part 5 Consignment
Part 6 Provisions concerning the conditions of carriage, loading, unloading and handling
Part 7 Transport conditions and operational requirements
The current edition of these series regualtions is the JT/T 671-2018, which was issued on 6 September 2018 and took effect on 1 December 2018. The proposed updates this time are related to Part 1 ~ 6, aiming to align with the ADR (2023 Edition). Main points are summarized below.
Draft JT/T 617.1 General provisions
To add UN 0512 and UN 0513 to the Division 1.4: Explosive substances and articles which present no significant hazard.
To add a new division – Division 1.6: Extremely insensitive articles which do not have a mass explosion hazard.
To modify "Flammable Gases (only including classification codes with the letter 'F')" to "Flammable or Nontoxic Gases (including classification codes with the letter 'F' or 'FC')".
To add UN 3549 to Division 6.2: Infectious substances.
Draft JT/T 617.2 Classification
To update the definition of sub-class code M4 in “Table 22 Sub-class codes and their definitions of miscellaneous substance and articles”, from "Lithium batteries" to ''Lithium batteries (both lithium metal batteries and sodium-ion batteries)".
To add content related to UN 3551 and UN 3552.
To add content related to sodium metal battery packs, sodium alloy battery packs, sodium ion batteries or sodium ion battery packs.
Draft JT/T 617.3 Index of dangerous goods name and transportation requirements
To add BK3 (allowing the use of flexible bulk containers) in column 10 of the following items: UN 1350, UN 1454, UN 1474, UN 1486, UN 1498, UN 1499, UN 1942, UN 2067, UN 3377, and UN 3378.
To update the English description of UN 3269 from “POLYESTER RESIN KIT” to “POLYESTER RESIN KIT, liquid base material”.
To update the English description of UN 3292 from “BATERRIES, CONTAINING SODIUM, or CELLS, CONTAINING SODIUM” to “BATTERIES, CONTAINING METALLIC SODIUM OR SODIUM ALLOY, or CELLS, CONTAINING METALLIC SODIUM OR SODIUM ALLOY”.
Draft JT/T 617.4 Provisions for the use of transport packaging
To add requirements for multiple-element gas containers (MEGCs).
To update content of packaging instructions P903 and LP903:
P903 applies to UN 3090, 3091, 3480, 3481, 3551, and 3552. The definition of Equipment in this instruction is further clarified as "Devices or instruments powered by lithium batteries or battery packs".
LP903 applies to large batteries with a total mass exceeding 500 g, large battery packs with a total mass exceeding 12 kg, and devices containing UN3090, UN3091, UN3480, UN3481, UN3551, and UN3552.
To add content of the Lithium Battery Mark. Packages that contain lithium batteries or battery packs and meet JT/T 617.3-2018 Special Provisions 188 should be affixed with the lithium battery mark (see Figure 1 below).

Draft JT/T 617.6 Provisions concerning the conditions of carriage, loading, unloading and handling
To add the content of BK3 (allowing the use of flexible bulk containers), covering use and loading operation requirements.
To delete vehicle code OX from Article 7.2, which means that, once adopted, only EX/III vehicle, FL vehicle and AT vehicle could be used for the carriage of dangerous goods in tank containers.
