In April 2026, India's Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals (DCPC), announced the temporary suspension of mandatory Quality Control Orders (QCOs) for two key industrial chemicals: morpholine and n-butyl acrylate. The regulatory notifications, issued on April 2 and April 10 respectively, temporarily waive the requirement for these substances to comply with Bureau of Indian Standards (BIS) specifications in order to mitigate the impact of ongoing global supply chain disruptions.
The original regulations—the Morpholine (Quality Control) Order, 2020, and the n-Butyl Acrylate (Quality Control) Order, 2021—mandated that these chemicals conform to corresponding indian standards. However, recognizing prevailing global exigencies, the Central Government, in consultation with the BIS, determined that enforcing these standards at present could hinder material availability. The regulatory amendments provisionally suspend these compliance operations to prevent critical shortages and maintain the continuous flow of essential raw materials.
Temporary QCOs Exemption
Morpholine: QCOs implementation shall not be applicable from April 1, 2026, to July 1, 2026
N-butyl acrylate: QCOs implementation shall not be applicable from April 10, 2026, to July 10, 2026
Companies should note that these suspensions are temporary measures; standard BIS quality requirements and certification mandates are expected to be fully reinstated immediately following the expiration of these respective deadlines.
