Japan to Revise List of Poisonous and Deleterious Chemicals

On May 12th, the Japanese Ministry of Health, Labour and Welfare (MHLW) announced the draft amendment to the sub-regulations of the Poisonous and Deleterious Substances Control Law (PDSCL). The draft is open for public consultation now, which will end on June 10th.

The major proposed revisions include:

A. To designate the following chemicals as “deleterious substances”:

  1. Aminoethyl ethanolamine (CAS number: 111-41-1) and its preparations (≥10%)

  2. Flometoquin (CAS number: 875775-74-9) and its preparations.

  3. Cyanamide (CAS number: 420-04-2) and its preparations.

B. To cancel a group of “poisonous substances” and/or “deleterious substances”

Selenium compounds and their preparations were designated as “poisonous chemicals” according to Article 1, Cabinet Order for the Designation of the Poisonous and Deleterious Substances, and cadmium compounds and their preparations as “deleterious substances” according to Article 2. However, the substances created by firing sulfur, cadmium and selenium and their preparations (CAS number: 58339-34-7, 12656-57-4) will be excluded, which are commonly used as pigments.

C. To cancel the following “deleterious substances” under the group of organic cyanides:

  1. Preparations containing less than 2.5% 1-[2,6-Dichloro-4-(trifluoromethyl)phenyl]-4-[(difluoromethyl)thio]-5-[(2-pyridinylmethyl)amino]-1H-pyrazole-3-carbonitrile (a.k.a. pyriprole, CAS number: 394730-71-3)

  2. 4,4'-Azobis[4-cyanovaleric] acid (CAS number: 2638-94-0) and its preparations

  3. Lanoconazole (CAS number: 101530-10-3) and its preparations

  4. Luliconazole (CAS number: 187164-19-8) and its preparation

D. To classify the use of the following chemicals as for agriculture purposes:

Flometoquin, cyanamide and their preparations (refer to A-2 and A-3)

The promulgation of the final decision can be expected in mid-June and is scheduled to enter into force on July 1st, while the cancellation of previous designations will take effect immediately.
