Japan's Ministry of Health, Labor and Welfare (MHLW) has recently made changes to the list of deleterious substances designated under the Poisonous and Deleterious Substances Control Law (PDSCL). The amendment, which was published on May 26, 2023, includes the following changes:
(1) Designating 3-Aminopropan-1-ol (CAS No. 156-87-6) and its mixtures with a concentration of 1% or more as deleterious chemicals;
(2) Changing the concentration threshold for 2-Isobutoxyethanol (CAS No. 4439-24-1) from 10% to 15%; and
(2) Deleting diantimony tetraoxide (CAS No. 1332-81-6) and its mixtures from the list.
The first change will take effect on June 1, 2023, with a grace period until August 30 this year. The second and third changes have already come into effect upon the release of the amendment.
These changes will have an impact on Japanese manufacturers, importers, and distributors, as well as foreign businesses that export such substances and their mixtures to Japan as relevant mandatory requirements concerning labeling, Safety Data Sheets (SDS) and licensing will apply.
Deleterious substances are designated according to their acute toxicity level, of which the lethal dose for an adult is 2-20g. So far, there are 585 entries on the list.
