On May 17th, 2018, Japanese Ministry of Health, Labor and Welfare (MHLW) published a proposal of the revision of the Order for Designation of Poisonous and Deleterious Substances and sought feedback from the public. The consultation will end on Jun 15th, 2018.
According to the proposed revision, the list of poisonous and deleterious substances will be changed as follows:
7 poisonous substances are added (including the mixtures containing these substances):
4098-71-9
109-09-1
98-87-3
5124-30-1
818-61-1
999-61-1
11 deleterious substances are added (including the mixtures containing these substances):
111-40-0
107-15-3
64-67-5
109-55-7
1310-65-2
1310-66-3
96-18-4
1302-42-7
112-24-3
13598-36-2
108-46-3 (excluding the mixtures with the concentration below 20%)
4 deleterious substances are deleted (including the mixtures containing these substances):

18573331-83-9
42532-60-5
108-24-7 (only the mixtures with the concentration below 0.2%).
The deletion of 4 deleterious substances took effect immediately from the date of issuance of the proposal. Other changes will be open for public consultation until Jun 15th, 2018 and will take effect from Jul 1st, 2018. For the added poisonous and deleterious substances that are currently being manufactured, sold, and stored, the authority has given a transitional period that ends on Sep 30th, 2018.
The Poisonous and Deleterious Substances Control Law (PDSCL) was enacted and enforced in 1950 to control substances with acute toxicity (namely “poisonous substances” and “deleterious substances”) in order to protect public health and hygiene. The manufacturers, importers, and sellers of these substances should apply for licenses from the competent authorities and comply with requirements during manufacture, storage, and transport. The list of poisonous and deleterious substances is revised once every year. Last year’s revision was proposed in April and became effective in July.
