In a significant move, South Korea's Ministry of Environment issued a draft list of 544 CMRs (carcinogenic, mutagenic or reproductive toxic substances) that require registration as a priority under the revised K-REACH by 2021. Comments are welcome before 1 Nov 2018.

If everything goes to plan, after consultation the final list will be published and become effective on the same date as the implementation of the revised K-REACH, namely 1 Jan 2019.
The original K-REACH designates 510 priority existing chemicals (PECs) for mandatory registration. Only 340 substances have completed registration on time (updated in Sep). The others will be subject to a ban preventing all manufacturing and importing until the registration is completed.
The revised K-REACH sets out a plan of registering existing substances (≥1 ton per year) in the next 12 years. It should be noted that pre-registration before 30 Jun 2019 is necessary to be eligible for the phase-in registration grace period.
The phase-in deadlines will be set based on tonnage band, as below
≥1000 t/y; or designated CMRs ≥1 t/y: by 2021
100-1000 t/y: by 2024
10-100 t/y: by 2027
1-10 t/y: by 2030
