On 28 Dec 2018, South Korea's Ministry of Environment issued a list of 364 CMR substances (carcinogenic, mutagenic or reproductive toxic) that require registration as a priority under the revised K-REACH by 2021.
Compared to the draft list (544 CMR substances) proposed in October, 180 substances were deleted from the final list. The final list is accessible here.
The revised K-REACH will be effective on 1 Jan 2019 which requires all existing chemicals manufactured/imported in quantities of one tonne per year or more to be registered. To facilitate this, a grace period for registration will be granted if enterprises pre-register their substances before 30 Jun 2019.
The first registration deadline of 31 Dec 2021 applies to:
Substances manufactured/imported ≥ 1,000 tonnes per year; and
CMR substances (including their corresponding hydrates) manufactured/imported ≥ 1 tonne per year.
In addition, CMR substances, PBT substances (Persistent, Bioaccumulative and Toxic), EDC substances (endocrine-disrupting chemicals) or STOT substances (substances of specific target organ toxicity) will be designated as “substances subject to priority management” and require notification of products containing the priority substances (if the substance quantity is above 1t/y and the content exceeds 0.1% w/w). However, if the substances have been registered, product notification is not required.
