Shanghai is taking significant steps to implement the "One Enterprise, One Chemical Product, One QR Code" policy by piloting Hazchem traceability codes for each hazardous chemical in every enterprise (CL news). The goal of this initiative is to establish an efficient mechanism for sharing information and ensuring precise lifecycle supervision of hazardous chemicals. According to the official notice (English translation available) issued in early February, the Shanghai Emergency Management Bureau (SEMB) specified the tasks and schedules for this initiative. More specifically,
By December 31, 2024, Hazchem enterprises in Shanghai shall fulfill the following two major tasks, including:
Generation and affixing of Hazchem traceability codes.
Establishment of a dynamic management system for tracking the inflow and outflow information of Hazchem in warehouses, as well as the connectivity with the Hazchem whole supply chain supervision information system (hereinafter referred to as the Official Platform) launched by the SEMB.
In line with the digital management requirements prescribed in the notice, the SEMB has developed a guide to provide technical support for enterprises to establish a Hazchem storage information management system based on the Hazchem traceability codes application. This guide details technical specifications for system architecture, topology, information security, system functionality, and data exchange. It also outlines requirements for interoperability with the Official Platform. Key points of this guide are summarized as follows.
Who shall establish/optimize such a system?
Hazchem enterprises (e.g., manufacturers, importers, storers, operators and users) within Shanghai shall establish an information management system or optimize their existing systems by utilizing data collection devices to dynamically manage the Hazchem storage information and provide risk warnings. Once the system is established or optimized, real-time data interaction with the Official Platform should be ensured. This enables real-time reporting of information on Hazchem production, storage, transportation, and usage within Shanghai, as well as early warning of potential risks.
What kind of information shall be reported?
For enterprises without storage facilities or warehouses, the following information shall be provided:
Enterprise information
Hazchem basic information (name, CAS No., Hazchem registration No., GHS classification, hazards, mixtures or not, physical state, UN No., etc.)
Safety data sheet (SDS)
URL of Hazchem traceability code
Product batch
Information on goods shipment and receipt (amount, vehicle/carrier, electronic waybill, consignee, etc.)
For enterprises with storage facilities or warehouses, the foregoing mentioned information shall be provided, along with the following additional information:
Warehouse information (type, acreage, location, max volume, fire-risk level, fire-fighting measures, etc.)
Container type
Inbound time / outbound time
Inbound amount / outbound amount
Vehicle information (type, plate number, enter/exit time, driver, escort, etc.)
Moreover, for Hazchem stored in tanks, tank storage information shall be reported (separate from warehouse storage information):
Tank group
Tank code
Tank liquid level
By implementing Hazchem traceability codes and calling for the establishment of traceability systems, Shanghai demonstrates its commitment to comprehensive tracking of Hazchem information and enhanced supervision of Hazchem safety management throughout the entire lifecycle.
