Singapore NEA Extends Permitted Timings for Transportation of Hazardous Substances and Toxic Industrial Wastes

These adjustments are likely aimed at improving operational flexibility and alignment with industry needs.

On June 12, 2025, Singapore’s National Environment Agency (NEA) released a circular to announce the revised permitted transportation timings for road transportation of hazardous substances (HS) and toxic industrial wastes (TIW). 

The most notable change is the extension of transportation hours for HS and TIW within certain industrial areas, allowing transport every day from 7 a.m. to 7 p.m., starting from July 1 (see table below). For other industrial areas, the permitted road transportation timings for HS and TIW remain the same, i.e., 9 a.m. to 5 p.m., Monday to Saturday, excluding Sunday and Public Holidays.

Under the Environmental Protection and Management (Hazardous Substances) Regulations (a.k.a. EPM(HS)Regs) and Environmental Public Health (Toxic Industrial Waste) Regulations (a.k.a. EPH(TIW)Regs), the HS Transport Approval or TIW Transport Approval from NEA shall be obtained if any person intends to transport HS or TIW in quantities exceeding those specified in the Schedules to these regulations, respectively. The transport approval holders must comply with all conditions stated therein, including the permitted transportation timings.

To ensure that controls governing the transportation of HS and TIW remain relevant to industry needs, the NEA extends their permitted road transportation timings. According to the NEA circular, existing approval holders will get the updated transport approvals that include the new permitted transportation timings by email. Approval holders may also update the transportation timings in their Transport Emergency Response Plan during the next application for amendment or renewal of HS Transport Approval or TIW Transport Approval.
