By circular issued on July 4, 2025, Singapore’s National Environment Agency (NEA) announced the plan to extend the validity periods of Hazardous Substances (HS) Licenses, HS Permits and HS Transportation Approvals from 1 year to five years. The validity period extension will apply to new and renewal applications submitted on or after January 1, 2026. For applications submitted before 2026, the current 1-year validity period will apply.
In Singapore, hazardous substances are controlled by NEA through the Environment Protection Management Act (EPMA) and the EPM (Hazardous Substances) Regulations. Companies that perform activities involving any of the controlled hazardous substances shall adhere to the corresponding licensing requirements:
Import, export, manufacture, offer for sale, storage and/or use of HS – Companies will be required to obtain a HS license.
Purchase, storage and/or use of HS – Companies will be required to obtain a HS permit.
Transport of HS (exceeding the specified quantity limit) - Companies will be required to obtain a valid HS License before applying for a HS Transport Approval.
The current validity period of these licenses, permits, and approvals is one year. To streamline administrative processes, lower business costs, and provide more certainty to businesses, the NEA recently decided to extend the validity period to five years from 2026.
Consequently, the application fees will be revised. From January 1, 2026, the fees for new and renewal applications are set as figure below shows.
