Singapore Revises Container Size Restrictions for Road Transportation of Hazardous Substances

Singapore NEA will allow hazardous substances in packagings up to IBC size to be transported in enclosed containers or goods vehicles up to 40 feet long from June 1, 2026, while larger packagings remain subject to the 20-foot limit.

On May 12, 2026, the Singapore National Environment Agency (NEA) issued a circular announcing a revision to the container size restrictions for the road transportation of hazardous substances (HS). Effective June 1, 2026, the NEA will permit the transportation of HS in packagings up to Intermediate Bulk Container (IBC) sizes using enclosed containers or goods vehicles of up to 40 feet in length, increasing the operational limit from the previous 20-foot restriction. The road transportation of hazardous substances in Singapore is strictly regulated under the Environmental Protection and Management (Hazardous Substances) Regulations ("EPM(HS)Regs"). Companies intending to transport HS in quantities exceeding the specified statutory thresholds are required to hold an HS Transport Approval (HSTA).
