South Korea’s Ministry of Environment (MoE) is now consulting on the recently updated non-toxic, toxic and restricted chemical lists. All updates summarized as below are subject to a period of public consultation lasting 20 days.
Non-toxic Chemical Substances List

Public consultation until 13 Jun 2016 for the following updates
(1) KE No.2015-3-7165 ~ 2015-3-7170 changed to KE No.2016-3-7165 ~ 2016-3-7170;
(2) 5 chemical substances appended to the list (KE No.2016-3-7171 ~ 2016-3-7175);
(3) For KE No.2009-3-3819, chemical name changed from "Decanedioic acid polymer with piperazine and azacyclotridecan-2-one (No CAS number offered)" to "Decanedioic acid polymer with azacyclotridecan-2-one and piperazine (CAS No.1000189-84-3)"

Restricted Chemical Substances List

restriction on nonylphenol (No.06-5-6) that the manufacture, import, selling, preservation, storage, transportation and use of nonylphenol in industrial related cleaner and detergent, leather and fiber are banned

Compliance Obligations
The Toxic Chemical Control Act (TCCA) was replaced by K-REACH and the Chemical Controls Act (CCA) on 1 Jan 2015. New toxic and restricted chemicals are now designated under K-REACH based on their corresponding hazard and risk assessment results after registration. They should follow CCA to submit a “Witten Confirmation” before manufacture or importation. In addition, permission requirements should be complied with under CCA accordingly.
For non-toxic chemical substances, they are published as existing chemical substances after three years after registration. There are no further requirements for non-toxic chemical substances except for annual reporting on usage and volume if manufactured, imported or sold in quantities of more than 1 tonne/year.
