On May 8, 2020, South Korea’s Ministry of Environment (MoE) issued a list of 82 existing chemical substances[1]. The small and medium-sized enterprises (SMEs) in South Korea who will finish K-REACH registration of these substances by 2021 are eligible for MoE’s support program. The MoE will offer supports throughout their K-REACH registration process, including:
consortium formulation;
election of a lead registrant;
substance identification and data gap analysis;
methods for obtaining data;
preparation of registration dossiers and chemical safety report (CSR)
However, the cost for purchasing or generating data for registration is not included in the scope of financial support.
K-REACH requires registration of all existing chemical substances manufactured or imported at or above one tonne per year. To relieve SMEs’ concern about the registration difficulties and costs, the MoE has provided considerable support initiatives, including quintupling the budget for SME support in 2020, supplying some testing data at low prices and providing consulting services, etc.
The MoE has proposed batches of candidate substances (see here[2] and here [3]) that may be applicable to the support program in the last few months. The target substances are mainly used by SMEs, urgently needed by the industry, related to the innovative industries or widely used in consumer products that may need early registration to protect human health, etc. This time only 82 substances are designated and more substances will be included in the support program in the near future.
