South Korea’s National Institute of Environmental Research (NIER) issued the NIER Announcement No.2015-393 on 12 Nov 2015, detailing the results of hazard evaluation of new substances registered from the 1st of Jan 2015 to 28 Feb 2015 under K-REACH. The information is open for public comments until 1 Dec 2015.
According to Article 21 of K-REACH, when hazard evaluation is completed, the MoE should publish the chemical name, hazard information, whether it is a toxic chemical, etc. for public reference. To this end, the NIER Announcement is issued, which involves 101 substances. The substances are divided into two batches issued on different websites, on different dates.
List 1 contains 43 substances, issued as an Annex of Announcement No.2015-393, with corresponding hazard, classification and labeling information, as well as the determination of whether it is classified as toxic chemical. For example:
No. | Chemical name (CAS No.) | Whether or not classified as toxic chemical substance | Hazard, etc
Hazard | Classification and Labeling
2015-1 | 2-Ethyltricyclo[3.3.1.13,7]dec-2-yl 2-methyl-2-propenoate polymer with 4-ethenylphenol (301153-46-8) | No | Based on the property (a polymer) and the kinds of monomers, the substance is determined as without special hazards | 1.Classification and labeling ----Not applicable 2.Other matters related to safety management -----No |
List 2 containing 58 substances was issued on NCIS website on 18 Nov. These substances pose a lower exposure risk and do not require special attention. In the future, based on annual reporting (under K-REACH) and chemical statistical investigation (under CCA), these substances will be further evaluated if necessary.
Since all the issued substances are not classified as toxic substances, there is no need to further comply with CCA. However, they are required to submit annual report under K-REACH.
