South Korea Urges Companies to Meet Reporting and Registration Deadlines

This year is the last time the companies need to submit an annual report under K-REACH. The submission deadline is 30 Jun 2018. According to the amended K-REACH (CL news) a pre-registration system will be adopted instead of the current annual reporting system. 

Manufacturers, importers or sellers of (1) all new chemical substances regardless of tonnage and (2) existing chemical substances at or above 1 ton/year in the previous year (Jan 1-Dec 31) should report to MoE the volume and use etc. before the 30 June deadline. Overseas manufacturers can appoint an OR to proceed with annual reporting on their behalf.

In addition, the deadline for registering priority existing chemicals (PECs) will remain as 30 Jun 2018 although the amended K-REACH mandates use of a new registration mechanism from 1 Jan 2019. Phased-in registration will be conducted for about 7,000 substances based on tonnage bands by the end of 2030.

Companies are encouraged to meet the June registration deadline. Updated on 30 Apr, joint registration dossiers were submitted to the authority for 211 PECs, of which 40 have been approved and the others are still under review (CL news). There are still a relatively large number of PECs which do not yet have a lead registrant (343 of 510 PECS had LRs by the end of Apr 2018). However, considering that more than 100 PECs had no manufacture or importation records based on the authority’s investigation, it is not surprising that no one volunteered to be LR of these substances.
