On February 14, 2022, Taiwan Ministry of Labor released the amendments to the List of Designated Priority Management Chemicals in accordance with the Article 2 of the revised Regulation Governing Designating and Handling of Priority Management Chemicals. The amendments will come into effect on April 1, 2022.

The revised Regulation Governing Designating and Handling of Priority Management Chemicals (hereafter referred to the Regulation) was issued on November 5, 2021 (CL news), which updated the categories of priority management chemicals in its Article 2 including:

  • Article 2(1) Chemicals hazardous to workers under the age of 18 and to pregnant female workers or who are within their first postpartum year;

  • Article 2(2) Chemicals classified according to the Taiwan CNS 15030 standards as carcinogenic, mutagenic or toxic for reproduction (CMRs), or possessing Respiratory Sensitizer Category 1, Serious Eye Damage/Eye Irritation Category 1, Specific Target Organ Toxicity (repeated exposure) Category 1;

  • Article 2(3) Chemicals classified according to the Taiwan CNS 15030 standards possessing physical hazards or health hazards and designated and published by the central competent authority;

  • Article 2(4) Other chemicals designated and published by the central competent authority.

The newly published amendments to the list of designated priority management chemicals are aimed at re-categorizing the previously designated chemicals (published in 2015 and 2018 for phased-in implementation) in line with the updated categories as per Article 2(2) and Article 2(3).
