The industry has been waiting for the unveiling of Thailand’s National Chemical Inventory for a long time. As early as October 2015, Thailand Department of Industrial Works (DIW) announced that there was a REACH-like regulation on the way and the foundation of the regulation would be a national existing chemical substances inventory.
According to the timeline announced by DIW, the industry should notify their substances before December 31st this year. Otherwise their substances will be regarded as new substances and have to comply with increased regulatory requirements, such as risk assessments etc. A draft inventory of existing substances was expected to be established earlier this year but it was delayed until now due to debate and discussion between the industry and the authorities.
A few days ago, DIW published the preliminary inventory through a webpage where substances could be searched by CAS number or trade name. Unfortunately, the webpage is currently not functional due to some technical problems.
One of the major components of the draft inventory is Hazardous Substances List (B.E. 2556), which was the only substance list of Thailand. In addition to the B.E. 2556 substances, the inventory also contains the following parts and becomes the biggest substance list in Thailand:

The inventory is only the first step in the establishment of the REACH-like regulation system. Judging from the pace of compiling the inventory, the REACH-like regulation is not likely to come out soon. However, the good news is that DIW has finally got the ball rolling. Enterprises should begin to prepare for the notification of their substances. There will be amendments made to the draft inventory in order to include more substances submitted by the industry. The finalized inventory is expected to be published at the end of this year.
