UK Proposes Mandatory Classification and Labeling of 30 Hazardous Chemical Substances

On April 7, 2025, the UK Health and Safety Excusive (HSE) notified WTO of the proposed mandatory classification and labeling of 30 hazardous chemical substances, inviting stakeholders to give comment by June 6, 2025. If adopted, they will be added to the Great Britain Mandatory Classification and Labeling (GB MCL) List.

In Great Britain (England, Scotland, and Wales), the classification and labeling of substances in GB MCL List is mandatory for compliance. For a mixture that contains a substance on the GB MCL List, enterprises must use the mandatory classification in calculations - except where robust scientific data on the mixture itself can be used to classify the mixture, rather than using information on the component substances.

This time the proposal is to amend the GB MCL List to introduce new and revised entries for the mandatory and classification of 30 hazardous chemical substances (e.g., sodium peroxometaborate, 1H-benzotriazole, copper, sliver, etc.), based on the scientific and technical assessments by HSE.
