Ukraine Extends Key Compliance Deadlines for REACH and CLP Regulations

Ukraine has officially postponed key UA-REACH pre-registration and registration deadlines and relaxed UA-CLP notification and labelling timelines, giving companies significantly more time to comply with the country’s new chemical safety regulations.

On December 5, 2025, the Cabinet of Ministers of Ukraine (KMU) approved Resolution No. 1598 amending Resolution No. 539 and Resolution No. 847, officially postponing several critical compliance deadlines for the country's two key chemical safety regulations: 

The Resolution takes effect immediately upon publication. 

Regulatory Background

These amendments were earlier proposed in October by the Ministry of Economy, Environment and Agriculture (MEEA) , which now serves as the competent authority for these regulations. The primary objective of these updates is to adjust the implementation timelines for the national chemical management system, aligning them with the capacity of the industry to comply.

UA REACH Deadlines

The resolution grants a one-year extension for the UA-REACH pre-registration deadline. Originally set for January 26, 2026, the new deadline is January 26, 2027.

Furthermore, the definitive registration deadlines have been postponed by approximately three years across all tonnage bands. The revised schedule for substance registration is as follows:

UA CLP and Transitional Measures

The amendments also introduce transitional periods regarding labeling and packaging. Chemical products that were already on the market before the entry into force of the CLP regulation can be provided for another one year. 

CLP requirements are deferred to apply from:

  • November 15, 2027 — for chemicals;

  • May 1, 2028 — for mixtures.

Implementation and Next Steps

While the extensions provide additional time for dossier preparation and data gathering, companies must maintain their compliance momentum. The pre-registration process remains a prerequisite for utilizing the extended registration deadlines and should be the top agenda to advance, especially for chemical with high hazard levels.
