US OSHA Extends Compliance Deadlines for Hazard Communication Standard

OSHA has issued a final rule extending all compliance deadlines for the updated Hazard Communication Standard (aligned with UN GHS Rev.7/8) by four months.

On January 15, 2026, the U.S. Occupational Safety and Health Administration (OSHA) issued a final rule extending the compliance dates for the updated Hazard Communication Standard (HCS) by four months, effective January 15, 2026.

Background

On May 20, 2024, OSHA finalized updates to the Hazard Communication Standard (29 CFR 1910.1200) to align with the United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS) Rev.7, with certain provisions adopting UN GHS Rev.8. The agency adopted a tiered compliance schedule to assist the industry in transitioning. 

However, OSHA acknowledged that it was unable to publish necessary guidance materials in time for the regulated community to review them before the initial January 19, 2026, deadline. Consequently, the agency determined that an extension was necessary to provide stakeholders with sufficient time to understand the new guidance and ensure proper compliance.

Revised Deadlines

The extension applies to chemical manufacturers, importers, distributors, and employers. The tiered compliance structure remains in place, but all deadlines have been shifted forward by four months.

The revised compliance schedule is as follows:

  • For substances, no later than May 19, 2026, and provide employee training by November 20, 2026;

  • For mixtures, no later than November 19, 2027, and provide employee training by May 19, 2028.
