On Jan 21, 2022, Vietnam Ministry of Science and Technology published the Draft Circular Stipulating the Display of Some Mandatory Labeling Contents by Electronic Method[1] for public comments until March 22, 2022. It is expected to be implemented in June, 2022.
This Draft Circular guides in detail the goods labeling by electronic method specified in Clause 5, Article 1 of Decree No. 111/2021/ND-CP dated December 9, 2021, section amending and supplementing Clause 4 Article 10 of Decree No. 43/2017/ND-CP dated April 14, 2017 on goods labels (Chemlinked news)[2]. It applies to organizations and individuals producing, trading and importing goods in Vietnam.
The main content of the Circular is as follows:
The method of displaying the contents of electronic labeling
Displaying on the website with specific instructions on the link information on the goods labels attached to the goods or the commercial packaging of the goods.
Displaying on the scan code, QR code directly attached to the goods or the commercial packaging of the goods, easily readable to the naked eye and suitable equipment.
The language for presenting the labeling content in an electronic manner
Mandatory information on the label must be written in Vietnamese. Other languages can also be used in special circumstances.
With those goods designated on the Annex of this regulation, whether to use electric labeling or the standard labeling is up to the company. The mandatory requirements already displayed on the standard label in accordance with Decree No. 43/2017/ND-CP can also be shown on the electric label.
