Switzerland Amends Chemical Ordinance to Align with EU Regulations
Switzerland has notified the WTO on May 27, 2024 of its intention to modify Annexes 2 and 3 of the Chemical Ordinance (ChemO), with the objective of enhancing the protection of the environment and human health and safety, as well as reducing trade barriers and facilitating trade. The proposed revision is expected to be adopted on August 2, 2024, and will come into effect on September 1, 2024.

Taiwan to Prioritize Non-animal Testing for Skin Irritation/Corrosion and Eye Irritation

Global Chemical Regulation Highlights | May 2024
In May of 2024, China MOT announced the adoption of amended JT/T 617 series standards to enhance management of dangerous goods road transport. Taiwan’s Bureau of Standards proposed to revise 22 standards to adopt UN GHS Rev.8. South Korea proposed to designate 11 substances as toxic chemical substances. Japan updated the deleterious chemicals list. The UK government is considering reducing duplication and speeding up decision-making under UK REACH. EU enhanced restrictions on the use of silicone D4, D5 and D6. The US OSHA revised hazard communication standard to align with UN GHS Rev.7.

Korea to Update Registration Criteria for Low Volume New Substances
To align with the update of new chemical registration tonnage band under K-REACH (from 0.1 t/y to 1 t/y), South Korea’s MoE is considering revising K-REACH Enforcement Decree to accordingly update the designation criterion (from 1 t/y to 10 t/y) for the possible registration of low volume new substances.

U.S. OSHA Revises Hazard Communication Standard to Align with GHS Rev.7
On May 20, 2024, Occupational Safety and Health Administration (OSHA) released the amended Hazard Communication Standard (HCS) on the Federal Register to conform to the United Nations’ Globally Harmonized System of Classification and Labelling of Chemicals (GHS), primarily Revision 7 (Rev. 7), partially Rev. 8. This final rule shall take effect on July 19, 2024.

Taiwan GHS: 22 Standards to Be Revised to Adopt UN GHS Rev.8
Taiwan's Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA) is responsible for revising CNS 15030 serial standards to align with UN GHS Rev.8. In addition to introducing a new hazard class for desensitized explosives, 21 out of the current 28 CNS 15030 serial standards will be updated.
