The Philippine Priority Chemicals List (PCL) is a list of existing and new chemicals designated by the Department of Environment and Natural Resources (DENR) under the Toxic Substances and Hazardous and Nuclear Wastes Control Act 1990. These chemicals are potentially risky to the public health, workplace and the environment in consideration of their persistence, toxicity and bioaccumulation.The Environmental Management Burea (EMB) under DENR is in charge of aseessing and nominating priority chemicals. EMB has required the manufacurers and importers of priority chemicals to fulfill a spectrum of obligations.

This notification gives definitions of hazardous substance entrepreneur and specialized person. It also regulates the hazardous substance business facility required for a specialized person as well as the duty and responsibility of hazardous substance entrepreneur and specialized person.
